Japanese Foreign Minister Yosuke Matsuoka again met with German Foreign Minister Joachim von Ribbentrop in Berlin, Germany. Ribbentrop offered Matsuoka that, should the Soviet Union attack Japan while Japan embarked on a military campaign against British possessions in Asia, Germany would lend military assistance.
