PRESIDENT OF THE UNITED STATES

DELIVERED BEFORE A JOINT SESSION OF THE TWO
HOUSES OF THE CONGRESS ON DECEMBER 8, 1941

REQUESTING THAT

THE CONGRESS DECLARE THAT A STATE OF WAR HAS
EXISTED SINCE DECEMBER 7, 1941, BETWEEN THE
UNITED STATES AND THE JAPANESE EMPIRE

ALSO

MESSAGES FROM THE PRESIDENT OF THE UNITED STATES
DATED DECEMBER 11, 1941, REQUESTING THE CONGRESS
TO RECOGNIZE A STATE OF WAR BETWEEN THE
