DELIVERED BEFORE A JOINT SESSION OF THE TWO

REQUESTING THAT

THE CONGRESS DECLARE THAT A STATE OF WAR HAS
EXISTED SINCE DECEMBER 7, 1941, BETWEEN THE
UNITED STATES AND THE JAPANESE EMPIRE
