Three weeks after commissioning, another 3 weeks before formal shakedown started, so still in the post-commission availability in the Navy Yard, likely shifting berths between a work pier and a drydock.

Your description of Franklin’s timeline for her post-commission availability in the Navy Yard is exactly correct but the location of this photo is too far downriver to be headed for the drydocks. More likely she was heading to the deperming station located at Lambert Bend opposite the coaling docks.

Franklin is seen here painted in Measure 32 Design 6a which only lasted two and a half months. By early May 1944 Franklin’s port side was repainted in Measure 32 Design 3a while her starboard side remained in Design 6a. Only Franklin carried different scheme’s on different sides.
