In white shorts and socks is Admiral Sir Bruce Fraser, C-in-C British Pacific Fleet. To his left is Lieutenant General Kuzma Derevyanko representing the Soviet Union, and to his left is General Sir Thomas Blamey representing the Dominion of Australia.

Standing between MacArthur and the desk is MacArthur’s chief of staff LtGen Richard K. Sutherland who acted as the chief of protocol for the surrender signing ceremony.
