I suspect that the second one listed in C. Peter Chen's comment is "probably" not LtG Emmons. The uniform, frame/posture appear to be that of Admiral Spruance. - for now, just my theory.

It is true Spruance often wore khakis and a pith helmet while everyone else was wearing whites, but I do not think this is Spruance in this photo. In the Navy’s highest resolution of this photo, this officer appears to be wearing his insignia on his epaulets rather than his collar. This suggests Army rather than Navy. And while the insignia cannot be read, it extends far enough across his shoulder to be the three stars of a Lieutenant General.

US Navy identified the officers as:
Vice Admiral William S. Pye
Lieutenant General Delos C. Emmons, U.S. Army, (probably)
Rear Admiral Claude C. Bloch
Rear Admiral William R. Furlong (almost completely hidden behind RAdm. Bloch)
Rear Admiral John H. Newton
Rear Admiral Thomas Withers
Rear Admiral Milo F. Draemel.
Last two officers on left (not listed in order, and one nearly hidden) are possibly Captain Harold C. Train and
Rear Admiral William L. Calhoun.
