From a strictly military viewpoint, the Atlantic Conference should be called Operation Riviera, which is what it was officially called. Plans for FDR and Churchill to meet face-to-face were first discussed in January of 1941. Given this opportunity to meet in secret, and with the U.S. still legally a "neutral" country, it is interesting to note that the heads of the military and their staffs from the two countries were in constant conferences during the Aug. 9th to Aug. 12th meeting. Only the specifics of FDR and Churchill's meeting regarding the joint statement was subsequently made public.
